Japan's nuclear watchdog says the operator of the Fukushima nuclear plant is failing to properly monitor the storage tanks containing radioactive water. There's now fears the contaminated water is slowly seeping towards the pacific. Al Jazeera's Anita McNaught is in the town of Hirono outside one of the exclusion zones, which are set up around the Fukushima nuclear plant.
